A design and construct contract moves three things to one party. The geotechnical risk, the design liability and the construction of the retention system all sit with us. Work starts well before the rigs do.
Buildability review before tender close
Head contractors bring us in while the tender is still open. We work from the architectural set, the geotechnical report and the structural intent. We return a retention method, an outline sequence and the constraints that will move the number. Boundary offsets, anchor encroachment onto neighbouring titles, headroom limits, groundwater and truck access all sit in that list, and none of them appear on the drawings. Estimators can then price a designed scope rather than carry a provisional sum through to award.
Shoring design in-house
Our engineers design the wall, the embedment, the capping beam and the anchor layout as one system. The project geotechnical report sets the parameters. The same business builds it, so the design works to the rigs we own. It also works to the platform levels we can bench to and the tolerances our crews hold. Pile spacing follows the anchor layout from the first sketch, so the wall and the waler arrangement arrive at the same answer.
Construction sequenced against the design
Where design and construction sit with different parties, every bench-level surprise becomes a request for information and a wait. Take a pile that meets rock high, or an anchor that has to shift around a live service. Our engineer revises the drawing and our crew builds to it, without a stop. Full delivery runs through piling, capping beams, ground anchoring, shotcrete and bulk and detailed excavation.
Design changes from our side
Boreholes are samples of a site rather than a survey of it, so on most jobs of any size the ground varies from the log. Under a design and construct contract that variance lands with us. The head contractor receives a revised drawing instead of a claim, and the program keeps moving.
Regulated designs for shoring and anchoring
On a class 2 apartment building in NSW, the shoring design carries real regulatory weight. Building Commission NSW requires regulated designs for any work involving shoring, underpinning or anchoring. Those designs must come from a registered design practitioner in structural or geotechnical engineering, and the building practitioner then lodges them on the NSW Planning Portal before the related building work starts. The scheme covers new and existing class 2 buildings, and new class 3 and 9c work.
The Ministerial Order made under the Act sets what those designs have to carry. It devotes a schedule each to shoring and to ground anchors. The shoring schedule applies where a neighbouring boundary falls inside the zone of influence of the designed excavation. It calls for evidence that reasonable steps were taken to verify the footings of every structure in that zone. A Government Information (Public Access) Act request to council counts. So does evidence that permission to investigate the neighbour’s land was sought and refused. Plans and cross sections then run at 1:100. They show boundary offsets with construction tolerance, the surcharge from neighbouring footings and the geological profile around the system.
Anchors that extend onto a neighbouring property carry their own particulars. Those include a specification against AS 4678 and connection details to the wall at 1:20. The design draws anchor locations to full installed length and shows the construction tolerance. Before work starts the builder also needs a ground anchor installation right document for that land. That means a registered easement, a licence agreement or a deed. Where the anchor runs beneath a public road, consent under the Roads Act 1993 applies instead. Temporary anchors need the destressing process and its timing documented. Evidence of destressing goes in before the final occupation certificate.
Redesign after the dig starts runs to a much tighter clock. A variation involving a building element has to be redesigned, declared and lodged within one day. The regulator notes that work may need to stop for that to happen. We prepare the varied design to the Order’s particulars and coordinate the declaration and lodgement with your building practitioner. The drawing and the instruction to the crew come off the same desk on the same day.
How design liability shapes a shoring price
Two prices for the same basement can sit a long way apart and both be honest. They carry different risk. A construct-only price assumes the design in the tender set is correct and buildable. It then prices the labour and plant to build it. A design and construct price includes the design, the professional indemnity behind it, and the cost of being wrong.
The Act requires registered design practitioners to be adequately insured for the declarations they make. That insurance is the mechanism the head contractor is buying, and it only works if the party who drew the wall is the party who built it. Splitting them puts a designer and a builder either side of an interface, each pricing on the other’s assumptions.
Watch what a construct-only price excludes. Verification of neighbouring footings sits outside a straight rate, along with changes arising from ground that differs from the log. So do redesign of the anchor layout after a service strike and the documentation to satisfy the Order. Those exclusions are legitimate on a construct-only scope, and they migrate straight into the head contract as risk.
The interface question is the one estimators tend to reach last. A shoring designer, a piling subcontractor and an excavation subcontractor produce three programs. They also produce three views of a delayed bench. Sending the whole retention scope to one party removes the argument along with the interface.
Five trades on one contract
At Collaroy Bathers, for Lords Group, we delivered secant piling from 600mm to 750mm diameter. The capping beam, the shotcrete and the temporary bracing came with it, so four trades that would ordinarily sit with four subcontractors were built to one set of drawings.
Scale doesn’t change the model. A 12 week program in Penrith for Astina took 3,000 linear metres of CFA piling. That ran alongside 175 anchors reaching 13 metres and 20,000 cubic metres of bulk excavation. The dig benched down through the anchor rows as they were stressed. Constrained sites don’t change it either. Our crews installed anchors under 2.1 metres of headroom for Multiplex at Chatswood Chase. That was a live retail site, so the plant had to suit the envelope before anyone mobilised.

Yes. We deliver all four alongside capping beams. That can be a full design and construct scope, or construction against a shoring design prepared by others. Running them together removes the handovers between trades. Those handovers are where bench-level delays usually start on a shored basement.
What do you need to price a design and construct shoring scope?
Send the geotechnical investigation report, including groundwater observations. We also need architectural drawings showing basement extent and finished levels. A survey showing boundaries and neighbouring structures completes the picture, along with any DA conditions covering excavation or dilapidation and any site access constraints including headroom. With those we can put a designed retention system and a program against the dig.
When should a shoring contractor get involved in a project?
Before the tender closes. Shoring priced as dig-and-cart and discovered later becomes a redesign with the earthworks program stopped around it. Reviewing the geotech and the drawings during tender settles the retention method and the anchor encroachments on paper. Approval lead times get resolved there too, which is where changes cost the least.
